Italian Entry Regulations EXTENDED thru December 15, 2021

By ordinance of the Italian Minister of Public Health, the current Italian Entry Regulations, which were set to expire on October 25, HAVE BEEN EXTENDED through December 15, 2021, with no material changes, except:

1. The entry regulations for persons arriving from Brazil, India, Bangladesh and Sri Lanka are now identical to those arriving from List "E" countries (entries for tourism not allowed; requires negative Covid test result, followed by 10 days of mandatory fiduciary self-isolation, followed by a second negative Covid test result).

2. The entry regulations for persons arriving from CANADA, JAPAN and the UNITED STATES have been CLARIFIED to permit entry with a "recovery certificate" in lieu of proof of full vaccination, but always requiring in all cases a negative Covid test result performed within 72 hours prior to arrival in Italy. (Entry with a "recovery certificate" is NOT NOT allowed for persons entering from other List "D" countries). Persons allowed entry into Italy who lack proof of full vaccination with an approved vaccine (or a "recovery certificate", when allowed) are subject to 5 days of mandatory fiduciary self-isolation, followed by a second negative Covid test result.

3. Both ISRAEL and the UNITED KINDGOM are List "D" countries, and persons arriving from these countries and other List "D" countries are NOT allowed entry on the basis of a "recovery certificate" (proof of full vaccination with an approved vaccine is required, together with a negative Covid test result).

4. Entries from List "C" countries (E.U., Schengen, plus Andorra and Monaco) remain UNCHANGED. Israel is no longer on List "C" but is now on List "D". Persons entering from List "C" countries may present EITHER (i) negative Covid test result; OR (ii) proof of full vaccination with an approved vaccine; OR (iii) a "recovery certificate."

5. Completion of the online digital passenger locator form is required in all cases for entries from all countries worldwide, with the exception of San Marino and Vatican City.

These are the current List "D" countries:

Arabia Saudita, Australia, Bahrein, Canada, Cile, Emirati Arabi
Uniti, Giappone, Giordania, Kosovo, Israele, Kuwait, Nuova Zelanda,
Qatar, Ruanda, Regno Unito di Gran Bretagna e Irlanda del nord
(compresi Gibilterra, Isola di Man, Isole del Canale e basi
britanniche nell'isola di Cipro ed esclusi i territori non
appartenenti al continente europeo), Repubblica di Corea, Singapore,
Stati Uniti d'America, Ucraina, Uruguay; Taiwan, Regioni
amministrative speciali di Hong Kong e di Macao».

Italy accepts BOTH molecular AND antigen Covid-19 swab-based test results. These must be performed within 48 hours PRIOR to ARRIVAL in Italy if arriving from List "C" countries and from the United Kingdom, and within 72 hours if arriving from List "D" and "E" countries. Canada and the United States (and Japan) are List "D" countries, as are other countries listed above.

The Italian Entry Regulations for MINORS (under age 18) have also NOT CHANGED.

Because this is a "tricky" area which causes some confusion, I restate the rules here:

FOR PURPOSES OF ENTERING ITALY:

1. No child under age 6 needs to be tested for Covid-19;

2. Minors under age 18 who are neither vaccinated, nor have a "recovery certificate", are NOT subject to fiduciary isolation upon arrival in Italy AS LONG AS they are travelling with a parent or guardian who meets all entry requirements. Parents arriving from List "D" or "E" countries must have (i) a negative test result, AND (ii) proof of full vaccination with an approved vaccine (or alternatively a "recovery certificate" if arriving from Canada, Japan or the United States). Parents arriving from List "C" countries need only have EITHER of (i) negative test result, OR (ii) proof of full vaccination with an approved vaccine, OR (iii) a recovery certificate;

3. Children age 6 or above MUST be tested, or they remain subject to fiduciary isolation in Italy, even if travelling with a parent/guardian who meets all entry requirements.

NOTE: the "recovery certificate" is accepted only from persons arriving from the E.U./Schengen/Andorra/Monaco, or from Canada, Japan or the United States. It is NOT accepted from persons arriving from Israel or the United Kingdom, or from any other List "D" or "E" country. Arrivals from these countries must always have proof of full vaccination with an approved vaccine (unless a minor), plus a negative test result.

Minors can and should be listed on the parent's digital passenger locator form.


FOR PURPOSES OF TRAVELLING WITHIN ITALY AND ATTENDING CERTAIN VENUES:

All children age 12 and above must have the Italian "green pass" OR ITS FUNCTIONAL EQUIVALENT. This means: (i) proof of full vaccination with an approved vaccine, OR (ii) a "recovery certificate", or (iii) a negative test result.

As a practical matter, children age 12 and above SHOULD be fully vaccinated (or have a "recovery certificate"), otherwise they will need to test EVERY 48 HOURS in order to take certain forms of public transportation in Italy, or to attend certain venues.

OFFICIAL VACCINATION CARDS ISSUED BY THE U.S. CDC OR OTHER NATIONAL OR PROVINCIAL HEALTH AUTHORITY satisfy the "functional equivalent" standard, as long as written in one of four languages specified below.

Here is a partial list of transportation types and venues where the "green pass" OR ITS EQUIVALENT are required:

Persons over the age of 12 must present a COVID-19 digital green pass in order to access certain services and activities:

Travelling by air, train**, ship, ferry or bus*** throughout Italy
Restaurants, bars, ice cream parlours and pastry shops for consumption at table INDOORS
Performances open to the public, sporting events, both outdoors and indoors
MUSEUMS and places of culture, shows
Swimming pools and gyms
Private parties, such as wedding receptions
Festivals and trade fairs
Conventions and congresses
Spas and fitness centres
Gaming halls and betting shops, bingo halls and casinos

** NOTE: only RESERVED trains are covered by the regulation. This means all Italo Treno trains and Trenitalia Freccia, Intercity and Intercity Night trains. Unreserved (commuter) trains are exempted.

*** only INTER-REGIONAL bus, ship, ferry or hydrofoil are covered by the regulation. Local (within same region) buses, trams, metros, subways, ships, ferries and hydrofoils are exempted. Boat services across the Straits of Messina (Reggio Calabria/Messina) are also exempted.

Access to these services and activities is allowed on presenting the EU Digital COVID Certificate or an equivalent certificate issued by the health authorities of Canada, Japan, Israel, the United Kingdom and the United States. [NOTE: equivalent certificates issued by other countries are also accepted, provided they are written in any of these languages: Italian, English, French or Spanish, and can be in either digital or printed form (best practices to always carry a paper copy)].

On a side note, saw that air fares for flights to Italy were still fairly low. The direct flight from Dulles to FCO has been reestablished, so might not hurt to combine evaluations of entry requirements with cost/benefit of when to buy tickets for 2022.
 
Can you clarify "recovery certificate"?
Does it mean that if you have had CV19, you then need a certificate from ? your GP/Hospital or? your government? to say you are now CV19 free after so many weeks?
Would a negative CV19 test not be much the same thing?
I have not heard of a "recovery certificate" here in Canada.
That's not to say there isn't such a thing though.
Canada is about to bring out a national vaccine passport for travel, to be used instead of the Provincial ones that some provinces have now for local use.
 
We were required to show both proof of vaccination and negative test results for our recent trips. The recovery certificate can replace the vaccination requirement, but would still need to show a negative test. You can be vaccinated or recovered and still acquire Covid, thus the need for the negative test.
