Here's a slick trick I was shown a few years ago by an IT guy at a hospital I was working at in Chicago. I've used it a few times at hotels, stores and restaurants.
From time to time when you connect to a public WiFi, you'll connect to it, but when you try to bring up a web page it will say you don't have an internet connection. This is normally due to your device not bringing up the authentication page where you agree to terms and conditions to use providers WiFi network.
The work around is to simply manually connect to the authentication page by the IP address. Here's an article that runs you through the steps. It's demonstrated with an iPhone, but works with Android phones:
