Article - Rome doubles hotel tax

Things just seem to be getting more expensive for the European traveler, and this is just one more thing. The hotel tax in the US always surprises me.

Is the Rome hotel tax added into the daily rate, or added on after as it is in the US?
 
My recollection is that the hotel tax was 1 Euro per day per room, added on to the final bill. So in a 200 Euro per night room, this was 0.5%; now it would be 1.0%. Last time I checked, hotel taxes in most US locations are more like 15%.
