We ran into this situation last year in France during tanker driver strikes, and this map was helpful in finding open stations.

We are taking our UK car into France (for the first time!!) in two weeks. We don't plan on driving very much and will make sure to fill the tank before we leave, just in case. We will be in eastern Brittany. Thanks for the link Amy!

I think the fuel shortages were almost entirely in the Paris area, and it's all settling down now.
